I have the honour to inform you that the Viceroy of Canton
Teen Ch'un Hsuen, called upon me on the 14th instant, and
lunched with me. A man in the prime of life- aged 43- apparently
frank, alert, and full of energy. He thanked me for the assis-
tance given by Hong Kong in alleviating the famine conditions
in Kwang Si about the state of which province he expressed
grave concern but felt confident that with the means at his
command he will be able to restore order. He has with him a body
of 1200 troops brought from Sezchuen and speaks of 12,000 men
as the number available. He also has with him General The Wu
Sun in whose ability he has evidently great confidence. He
expressed anxiety to maintain the most cordial relations with
this Government and readiness to meet my views in matters of
mutual concern, adding that he entertained the most prefound
respect for British justice and fair dealing.
